No, those are two different attributes which serve different functions.
Alt is the alternative title in case a user has turned off images in his
browser, and should thus be as descriptive and accurate as possible
about the image and the context in which it is meant. See

The title is what gets displayed as a tooltip. It may include
*additional* information about the image or link.
