I think this is something of a generic problem.  A quote I've developed 
after some of my experiences with PmWiki:  "Give people a system that makes
it easier to write, and you'll discover that many people have nothing to say."
Writing is just not a natural or enjoyable activity for many.

OTOH, this does point to the potential usefulness of providing an 
"Add Page" link in addition to the "Edit Page" link.  Some potential
authors are wary of modifying ("edit") others' work, but might be
okay with having the option of creating a new page of their own.
