Mmmh, 

a lot of HTML authors did use <p> tags without a  closing </p> in the 
past without problems. What about changing
$HTMLVSpace to '<p>' ?   I tried it for my installation and did not get 
any problems.

I think it is not good, but much better then <p></p>.
