As Hans mentioned, this is exactly what $[...] has always done.  
Bronwyn's point was that newbie skin designers aren't aware of this, 
so rather than take a chance on it not working right they just leave it out
(i.e., they go with what they know will work).  Reasonable.  OTOH,
it's fairly easy to go back and add the $[...] later if/when i18n
is needed for the skin.
