That's one of mine.  The logic is not important vs. secondary, but
actions that directly affect the page content or your view of it, vs.
other stuff you can do that's related to the page, but doesn't change
the page (such as seeing the group's recent changes, a list of pages
that link to this one, or a printable view of the page).

The footer is broken up into the "last modified" line, stuff you can
to do the page, and stuff related to the group or site.

You may also have noticed the structure of the titleblock, with 

Group / PageName
Page Title

to make sure that people can find the pagename easily for linking. 
Little things like that are often what turn a good design into an
excellent one.
