There's no good column to break at. People with a wide screen will be 
unhappy if the admin sets it to anything less than 40, people with a 
narrow screen will be unhappy if the admin sets it to anything above 30.

More philosphically, pre-formatted text is, well, preformatted. If you 
want the browser to wrap at line end, simply don't use <pre> (or the 
corresponding CSS). If a site doesn't have preformatted text, or 
preformatted text is just too much of a pain to endure, simply switch it 
off. Or, to the very least, remove the markup that translates 
indentation as preformatted text.
