Its new to me too. Just to add to what Pm wrote:
you can write
<!--markup:(:if ! auth edit:) ...wiki markup, text etc... (:if:)-->

Note that all needs to be written on one line.
If you need several lines, write several
<!--markup:..wiki markup...-->  lines.
Line breaks will break this special html template markup.
