Regarding the clearing of spam.... Yes, pmwiki does a good job of detecting and limiting.
I note that WordPress also email you a "click on this" email to approve the link or delete it.  That would seem a really nice way to do the clean up in conjunction with a low link count authorized.
Better yet a "clear all" option.

  PmWiki already does this, and blocks posts that have more than a certain
  number of unapproved links.  That's why this particular spammer wasn't
  able to fill pages with unapproved links but had to limit to a small
  number of links on each page.
