I think that's likely the key point. When looking at the HTML
file from Install-B, what does the <link rel="stylesheet" ...> tag
look like? On a basic install for me, it looks like:
<link rel='stylesheet' href='http://www.pmichaud.com/sandbox/css/pub/skins/pmwiki/pmwiki.css' type='text/css' />
