It depends on the provider.
I use wsftp - if you explicitly  write .Main.HomePage.count  in the open 
field you can see the hidden file.
So it's possible to download also files like .htacces and so on. 

By the way, I made an extention to counter-php ->counter-dba.php, that 
uses one DBA-File instead of a Counterfile per Page (

Usually DBA is supported,  phpinfo gives information which interface to 
use  (gdbm, db4...).
Ths scipt works hier.
