[pmwiki-users] installation & setup problem: can't edit home page or "get started"

This is very interesting/bizarre.  Can you add the line

   $EnableDiag = 1;

into your local/config.php file? 

I'm not sure what's wrong -- it seems as though it must be something
with the PHP configuration on your webserver.
