Nope -- this feature is PITS #00150 (http://www.pmwiki.org/PITS/00150).
I'm likely to add it to the Attach: markup relatively soon-- if so,
then one would get to an attachment in another group/page by doing
something like "Attach:Profiles/NeilHerber.gif".
In the meantime, the workaround is to add an "uploads" intermap link
that points to the base url for the uploads directory. Thus an author
can use "Attach:NeilHerber.gif when in the same group and can use
"uploads:Profiles/NeilHerber.gif" to reference the attachment from
other groups.
