At 2005-01-29 06:19 AM +0100, chr at home.se is rumored to have said:
>On a more international perspective, titles in Scandinavia almost always
>only have the first letter capitalized. E.g. where an American paper would
>write a title as
> Global Warming May Cause Tsunami
>the corresponding title in Swedish would be written as
> Växthuseffekt kan skapa tsunami

This has actually been standard practice in most newspapers outside the US
for years and it seems to carry over to the net. I checked:
http://www.cbc.ca/
http://www.theglobeandmail.com/
http://www.cnn.com/2005/WEATHER/01/29/winter.weather.ap/index.html
http://www.bbc.co.uk/
http://www.economist.com/science/displayStory.cfm?Story_ID=779503

In French:
http://www.ledevoir.com/
http://www.lefigaro.fr/

But not in these US papers:
http://www.washingtonpost.com/
http://www.latimes.com/
http://www.nytimes.com/
