[pmwiki-users] global overview of passwords/authorizations

Someone remarked to me off-list that PmWiki's distributed security
mechanisms make it difficult for someone to see the global picture
of what is protected and how.

This has come up in the past (PITS #00114), but given the recent
changes in the authorization code it's probably worthwhile to 
look at the problem afresh.  Anyone have any thoughts or suggestions
about this...?

I'll be glad to provide explanations for any features or characteristics
that need explaining.
