It really depends on how people use fields -- some people use fields
to be able to host independent wikis from a single software installation
(this is the approach I generally take), while others use them to gather 
together a set of closely-related wikis, each with its own set of
independent wiki groups.  In this latter context one might want to
think of "Site" as referring to the farm of closely related wikis
rather than each individual wiki.

I don't see a big problem or conflict with either interpretation, 
but I suspect that PmWiki itself will lean towards the former, 
while allowing for the possibility of the latter (with sufficient 
local customization).
