This is *not* a bad idea.

(Am I getting the hang of understatament or what. :)

[[!DocumentationToDo]] is a fingerfull... could it not be [[!Docs2Do]]? 
*lazy yawn*

I notice that instead of adding the Category markup on the faulty 
documentation page, some people prefer to physically list the link on that 
category page, together with a comment (reason, in this case)

Maybe it's worth to extend the markup like

SDV($LinkCategoryFmt,"<a class='categorylink' 
href='\$LinkUrl'>\$LinkText</a> \$Suffix pattern");
Markup('[[!','<[[','/\\[\\[!(.*?)\\]\\]($SuffixPattern)/e',
   "Keep(MakeLink(\$pagename,PSS('$CategoryGroup/$1'),NULL,'$3',\$GLOBALS['LinkCategoryFmt']),'L')");

in order to allow for Category element comments, e.g.

[[!DocumentationToDo]]"Reason: missing references"

However, I didn't test the above markup - It's just a suggestion, eh?
