[pmwiki-users] List of Categories in use

The categories on my site are relatively fluid, so I prefer to put the
    (:pagelist link=Category.{$Name}:)

in the Category.GroupFooter page. That way I don't have to create a 
Cateory.NewCategory page everytime someone uses a new category term. 
This also has problems of potentially the same category with different 
spelling, but for now it's better than the admin burden of page creating 
for each category.

It does mean that since the Category pages don't exist a search for them 
turns up empty. That's why the refcount, Missing pages might work if it 
can be restricted to the Category group.
