[pmwiki-users] Customize "Uploads" page

Hello,

is it possible to customize the text on the "Uploads" page? I mean the
page a user sees when he clicks the "Attach" button. By default it looks
like this:

1. Use the "Browse" button above to find the "File to upload" on your
local computer.

2. For the "Name attachment as:" field, enter the name you prefer the
file to have once it has been uploaded to the site. This can be the same
as its filename on your source disk or it can be different, but make
sure it has the correct file extension.

3. Press "Upload" to upload the file.

etc.

I would e.g. like to add a few lines describing the "fair use" upload
policy (keep file size low), tell about existing restrictions etc.
Strangely enough, I can't locate on my hard drive the file in which this
text is stored.

Where is it?
