[pmwiki-users] Warning: move_uploaded_file: failed to open stream: Permission denied

I am getting the following (new) error,
on http://ttc.org.nz/pmwiki/pmwiki.php/TTC/GeneralCommittee
when I attempt to upload a file
I suspect that PHP or security setting have been updated.

and click on the ^ link to and the following message appears,
and the previously uploaded files cannot be viewed

Could anyone please suggest what steps I need to rectify this.
In the past this has been successfully use to upload files
