Yes, but that semantics is indeed broken. Many <ul>s are really 
paragraphs in their own right, but some aren't. If I'm saying that the 
HTML standard is
* brain-dead
* outdated
* over-complicated
* simply silly,
then that's semantically still a part of the piece of text. In 
particular, HTML shouldn't force vertical margins on such a use of <ul>.
