The soonest that they would actually need this would be several months
before the Nippon Worldcon in September next year, but they're probably
going to be discussing needs during the meeting at this year's Worldcon
in a week or so. I doubt any sort of final decision would be made there,
though.

The Nippon version might get away with minimal functionality. Should
Montreal win the 2009 Worldcon bid, then they would want a much more
functional version (but they *might* be in a position at that time to
actually fund some development to fill any remaining gaps, something
Nippon appears unable to do.)

At this point I'm mainly doing some feasibility checking for them.
