Could we have a writable directory called pmwiki.d/, which in turns by 
default contains wiki.d/ and work.d/. (Possibly even uploads?)

Alternatively, put work.d/ inside wiki.d/.

I haven't thought this through, but keeping a single directory structure 
that pmwiki can write to seems like a good idea.
