This really isn't a safe solution, since systems behind firewalls
will often share the same IP address among multiple authors.

This is exactly the case at several of the universities I work with,
where the labs of many student machines are behind a firewall device
that makes all of the machines appear to have the same IP address.
Adding this change would in fact defeat the conflict detection
altogether.
