I'm having this same problem, and I don't quite understand why
EnableWhyBlocked doesn't work quite right with CommentBoxStyled in
these recipes.

However, I have found cmsb-blocklist (at the bottom of the
Cookbook/Blocklist2 page) to be a good substitute, and it does work
with comment boxes.  Perhaps the code there might help explain why it
isn't working with Blocklist2 or 3, but I haven't taken the time to
examine it that carefully...
