I was thinking about how a mail address is verified. Usually, you send a 
mail to the provided mail address and ask for a confirmation reply. 
PmWiki needs a mailbox (probably a POP one, that's simpler and generally 
available) to read those confirmation mails.
(I didn't consider confirmation links. Might be a better substitute. 
Certainly easier to implement.)
