[pmwiki-users] defining access rights per group other in seperate file

On another observation:

On http://www.pmwiki.org/wiki/PmWiki/Cookbook/AuthUser

the ability to manage groups is mentioned twice as existing since
2.1.beta8. Could someone explain this to me a bit more? I think that
seems to be a step towards the solution i seek.
