[pmwiki-users] Incomplete home page on Solaris, Apache 1.3.x, PHP 5.0.5. "client denied by server configuration"

Greetings.

Running Apache 1.3.x and PHP 5.0.5 on Solaris.  Viewing pmwiki.php 
displays: the pmwiki logo, and 'Recent changes' and Search arcross the 
top.  This problem is occurring with a fresh PmWiki 2.1.3 download with 
no modifications or edits.

The main body area just shows "Main / HomePage" with no real contents.  
The SideBar is completely devoid of text or links.  Then we have the 
Edit and other links on the bottom. Clicking 'Edit' causes the page to 
refresh but that's all.

No error message is displayed on the page.

I believe I have an Apache configuration problem of some kind, so 
perhaps this is not strictly speaking a PmWiki issue, but I sure have 
not been able to figure this out.  We have tons of PHP applications 
running on the server; only PmWiki is misbehaving.

The Apache error log shows:
