I don't know about the cause or a fix, but a work-around is (should be) to
change http://host/pmwiki/pmwiki.php?n=Main.HomePage to
http://host/pmwiki/pmwiki.php?n=Main.Test?action=edit<http://host/pmwiki/pmwiki.php?n=Main.Test>
