It looks to me as though something is overriding the default '{$var}'
markup rule.  Either that or the upgrade to 2.2.0-beta15 was 
incomplete; e.g., the site is using a pre-beta version of
scripts/stdmarkup.php .

I can probably provide some more useful insights if $EnableDiag is set.
