<!--XMLHeader--> and <!--XMLFooter--> are now available in 2.1.25
(just released).  

A reminder that they still use the variables $HTMLHeaderFmt and 
$HTMLFooterFmt, although it's easy enough for a script or recipe
to alias those as $XMLHeaderFmt and $XMLFooterFmt (or anything else)
if desired:

    $XMLHeaderFmt = &$HTMLHeaderFmt;
    $XMLFooterFmt = &$HTMLFooterFmt;
