I've now looked at the recipes I have installed, and the answer is, yes,
it's a recipe: the MarkupExtensions recipe, which has its own way of
doing definition lists, which clobbers the built-in method.
Fortunately, it can be disabled by setting

$MarkupExtensions['::'] = false;
