Because if the entire content of the page is generated in the
GroupHeader or GroupFooter (such as can be the case for Categories or
other groups which are set up to behave in a similar way) then it's
a nuisance to have to create them all.  Especially if you have naieve
users who don't understand why, if they add a [[!Category]] to a page,
it isn't automatically in the list of all categories...
