It's not new or special -- page templates have worked this
way for a long time.  I guess it just wasn't documented.  :-)

Essentially, the fmt= parameter can be any of:

   fmt=#custom      - use the [[#custom]] section from Site.PageListTemplates,
                      Site.LocalTemplates, or the current page
   fmt=APage#custom - use the [[#custom]] section of APage
   fmt=APage        - use the entire contents of APage as the template
   fmt=custom       - use a custom function defined by a script
