Agreed, the error message is incorrect.

Perhaps the ownership was changed on the directories such that
PmWiki is unable to write to them?  Is your site running with
"safe_mode" enabled?  That could explain it.

Is the site running with CleanUrls enabled?
Are there any explicit settings of $PubDirUrl or
$UploadDir in the local configuration?

Is this a public site?  Could you set $EnableDiag = 1;
and send a url so we can look?
