[pmwiki-users] Attach won't work when I ftp-ing image to uploads

What are the permissions on the files uploaded via FTP?  Some
FTP clients (and servers) default to not providing the webserver
with read permissions to the files uploaded by FTP.

Also, make sure that the webserver has read permissions to the
upload directories.
