I think it is fine to have form pages in the Site group, like a
FoxCommentForm page, and use it anywhere with  a
(:include Site.FoxCommentForm:).

But the target pages should be outside Site and PmWiki groups,
as both are explicitly excluded from being permitted for posting
in fox.php.
