[pmwiki-users] backlinks do not work if there are umlauts in$FullName

$FullName of the page you want to get backlinks for, or $FullName of 
the pages linking to the current page?

Both works here with beta 31 and Apache/Win32, but with the current 
implementation, I'm not sure whether using pagenames with 8 bit 
characters is a good idea, anyway.
