There's not a lot of difference. <code> is supposed to inform the
browser not to render the underlying HTML and code as markup, but
rather display it unformatted. <pre> basically ensures all text is
displayed unformatted. So, the difference between the two tags is
apparently the same as  the verbs "to speak" and "to talk" in English.

However, using <code> allows web designers to style that block
differently than <pre> blocks.
