[pmwiki-users] hide buttons unless logged in

I think I must have been unclear. I want to put something in my
config.php so that site-wide the page-action buttons don't show up,
but there is a small, single button somewhere on the page that one can
press to login, and then everywhere you go the page-action buttons
show up. As a first step, I tried playing around with SimpleCMS to do
this, but I don't know what it means to "Place the $PageCustodianFmt
variable in the appropriate place in your page template". Is that the
skin.tmpl file? I tried sticking it in there, but either that is the
wrong place, or I wrote the wrong thing.
