[pmwiki-users] Weird layout - first time installation

I just followed the instructions to do a simple installation of pmwiki,
and it looks like I messed something up but I'm not sure what.

After following the installation instructions, all I've done so far is
copy the example config.php into the local subdirectory and setup the
$SciptUrl, $PubDirUrl, $Skin, and default admin password variables in
local/config.php.
Did I miss something obvious?
It seems that the skin files are not being located... have you set the
$PubDirUrl correctly?
