yes. GroupHeader and GroupFooter pages are included with standard
(:include ..:) markup, and (:include ..:) directives are rendered
after (:if..:) directives (Markup('include', '>if', ... in
stdmarkup.php).

Conditional (:if ...:) markup does work in GroupHeader and GroupFooter
pages, BTW.
