You don't want to be sending the basetime= parameter.  This is how
PmWiki determines if a page changes while someone is editing it
(i.e., simultaneous edits).  So, if the currently saved page is
newer than "basetime", then PmWiki sends back an updated edit form
to allow the author to fix any conflicts that arose.

For an automatic update like you're using, you simply want the new
text to replace any existing text, so no basetime= parameter should
be present.
