There are several ways of producing random images in a wiki page.
Eg see http://pmwiki.org/wiki/Cookbook/RandomQuote or
http://pmwiki.org/wiki/Cookbook/ThumbList

I'd create a wiki page with a random image, and the include the wiki
page in the .tmpl file, eg
eg, add this line
<!--wiki:$DefaultGroup.RandomImagePageName-->
Change group name and page name as you require

PS I hope that PmWiki will, in a future release, out of the box treat
the PageHeader and PageFooter etc
in the same way as it treats PageLeft - ie the sidebar, as an included
wiki page.
