Check out http://www.pmwiki.org/wiki/Cookbook/UserAdmin -- despite numerous
red cautionary comments I believe it is in a workable state.  If it's not,
I believe a few hours would get it there...  Unfortunately I'm not able to
look at it any time in the foreseeable future - if anybody else wants to
pick it up, feel free...
