You may be interested in testing
http://www.pmwiki.org/wiki/Cookbook/CaseCorrection cookbook :

/CaseCorrection handles mistakes of case in PmWiki addresses (eg. homepage
instead of HomePage) by looking for a case-insensitive match in all of a
wiki's pages. If a match is found, the user is silently redirected to it./

Be aware the talk page has a maintenance tag (compatibility with php5.5 is
likely to te an issue).

Also, you can use http://www.pmwiki.org/wiki/Cookbook/AlternateNamingScheme
as well, define a new scheme, thus all links ignore uppercase.
