[pmwiki-users] includeurl recipe fails with PHP 7.3

Petko, we are truly blessed to have you here! Yes, that fixed the problem!
Thank you for your quick and insightful support of PmWiki.

(The only note I have is that the Version date should be 2019-08-05.)
