[pmwiki-users] create_function used with EProtect recipe

This is another recipe that is giving me some problems with php compatibility:

It is supposedly php 5.5 compliant, but one line was forgotten, there is a fix that seems to work on the Talk page.

It also uses create_function in two places, pccf2pcf.php hides this but of course it would be nice it it was fixed...
