[pmwiki-users] Include with double Hash

Currently you can redefine the (:include...:) directive with your own 
functions, but they are big and this is too much work.

Maybe we can change the TextSection function to recognize anchors like 
[[##here]] in addition to the normal ones [[#there]].

Let me think about it.
