[Pmwiki-users] File Permissions Problem

I ran the fixperms on my wiki.d directory, but now some (most) of the files
(and the folder) are set to be owned by user: 99.  So now I can't change the
permissions on those files or folder.  Any ideas?

As an aside, I'm curious to know why a php script take on an "identity" of
it's own, and has the ability to create files that it "owns" and then denies
access to the real "owner" of those files (me).  Conversely, I have had
other scripts running (perl, cgi) that also created files/folder, but I did
not have this problem with permissions.  I'm just curious why that is.
