[Pmwiki-users] 2.0.beta13 released

I've just released 2.0.beta13, which fixes a bug introduced in 2.0.beta7
that causes ?action=refcount to generate incorrect links.  Thanks to Leo
for pointing this out.

Also, 2.0.beta12 introduced an enhancement to the urlapprove.php script
that blocks posts with more than a certain number of unapproved external
links, as another mechanism for reducing wikispam.  Sites that allow
public editing of pages may want to incorporate this into their
configuration.

There are only a few minor things to be completed before PmWiki reaches
2.0.0, so this release is fairly stable.
